Private businesses provide a significant part of critical infrastructure and services. Their participation in preparedness activities is a precondition for security of supply.
Voluntary business participation has always been characteristic of Finland’s efforts to ensure security of supply. The experiences gained during the Second World War and the models of operation established shortly after the war form the underpinnings of the collaboration.
Businesses participate in the activity via the National Emergency Supply Organisation(NESO) sectors and pools. The sectors and pools are industry-specific organisations that have representatives from both public authorities and business life.
